Professional Job Vacancies Increasing in Ireland

Professional job vacancies in Ireland  rose by 20%  in the year ending May 2013   according to a jobs survey by  Morgan McKinley.

The survey showed there were 9,434 professional jobs available in May 2013, up from  7,890 in May last year.

The number of professionals looking for new jobs  in May 2013 was 20% lower than at the same time last year.

Multinational companies continued to lead the hiring activity, with the areas of  information technology and money laundering and compliance having the highest demand.
Risk professionals in insurance and banking and those with multi-lingual skills were also in demand.

 

Septic Tank Inspection Jobs

With the new regulations on Septic Tank Registration and Inspection – there was some hope that there would  be plenty of new jobs in the area of waste treatment plant and septic tank  inspection . Some firms are  offering training courses in Septic Tank maintenance and inspection in Ireland.
It migh turn out like the BER courses – where there were too many inspectors and not enough work.

Owners of properties served by septic tanks and other on-site wastewater treatment systems will be required to operate and maintain their systems correctly and to have those systems subjected to an inspection at specified intervals to ensure that they are functioning efficiently. Inspections will be carried out under the new system by competent inspectors. The new system will have to establish performance standards and these standards must apply to all on-site systems.
Inspections are due to begin in late 2013 –
It looks like all the inspections are being carried out by local authority staff – and there are only going to be about 1000 a year across the  whole country – so we don’t expect many new jobs to be created for Septic Tank Inspectors.

 

REA Rates No Longer Valid

The Supreme Court has declared  REAs  (Registered Employment Agreements)  unconstitutional . This could result in a lowering of the rates of pay for many workers in the electrical and constriction industry in Ireland. (It could also mean lower prices for consumers)

Although REAs are no longer constitutional,  contracts of employment can not  be unilaterally altered without agreement with employees.

Dave Butler of the National Electrical Contractors of Ireland welcomed the decision.  He said that all REAs are now unconstitutional and invalid. Mr Butler said that up to today the NECI had been bound by REAs that it had no part in negotiating.

Minister for Jobs Richard Bruton said the Government intends to study the finding and get legal advice before commenting in detail.

He said: “The judgment has the effect of striking down Registered Employment Agreements put in place under the 1946 Industrial Relations Act.”

Existing contractual rights of workers in sectors covered by Registered Employment Agreement are unaffected by today’s ruling, he added.

 

JLC REA Rates

“JLC REA Rates” is often shown in job vacancies listed on FAS website and other job adverts.
These  were  agreements that covered the pay levels of certain types of workers in Ireland.
They are no longer valid.

Following a High Court decision all JLC Employment Regulation Orders ceased to have statutory effect from 7 July 2011. Employees who were covered by an JLC ERO have existing contracts of employment which govern their pay and conditions of work. If an employer reduces an employee’s rate of pay this would be a change in their contract of employment and normally it requires the employee’s consent. The pay and conditions of employees who start work after 7 July 2011 is governed by employment legislation such as the minimum wage.

JLC – The agreements on pay and conditions made by Joint Labour Committees (JLCs) were known as Employment Regulation Orders (EROs). It is the JLC that agrees the rates of pay and working for the workers in the JLC’s sector of employment, for example, catering. An  Employment Regulation Order made by the Labour Court therefore makes the JLC agreement enforceable by law.

Other agreements which result from negotiations between trade unions and employers are called Collective Agreements.  If a Collective Agreement has been registered with the Labour Court it is known as an REA  Registered Employment Agreement (REA).
REAs were  legally binding to the employers and employees in the sector of employment to which the agreement applied.
